We are seeking an experienced and detail-oriented Subcontracts Manager to join our dynamic Procurement team. The ideal candidate will possess extensive experience in federal government contracting, a strong command of Costpoint, and demonstrated ability in performing comprehensive price analyses, subcontract strategy development, and small business subcontracting planning—particularly in support of competitive proposals.

This position plays a critical role in ensuring compliance with FAR/DFARS regulations while developing creative and effective subcontracting strategies that align with program objectives and corporate goals.

• Manage the full lifecycle of subcontract activities of a medium to high complexity and dollar value, from solicitation development to closeout, ensuring compliance with FAR, DFARS, and company policies.
• Serve as the primary point of contact for subcontractors during the proposal, negotiation, and execution phases.
• Use Costpoint to enter and manage subcontract records, budgets, modifications, and funding.
• Conduct thorough price analyses using various techniques for competitive and sole-source procurements to support cost/price reasonableness determinations.
• Collaborate closely with Capture, Proposal, Contracts, and Program teams to develop and execute subcontracting strategies for new business pursuits.
• Draft, negotiate, and administer various subcontract types including CPFF, FFP, T&M, and hybrid arrangements.
• Develop and maintain Small Business Subcontracting Plans (SBSPs) and support proposal teams with compliant and competitive small business participation strategies.
• Support audit and compliance activities by maintaining complete and accurate subcontract files.
• Monitor subcontractor performance, manage modifications, and resolve performance issues or disputes.
• Stay abreast of changes in government regulations and industry best practices to ensure continuous compliance and efficiency.

• Bachelor’s degree in Business Administration, Supply Chain, or a related field. Equivalent experience may be considered.
• Minimum 5–7 years of subcontract management experience in a federal contracting environment.
• Expertise in Deltek Costpoint and proficiency in procurement modules and reporting.
• Demonstrated experience preparing and supporting Small Business Subcontracting Plans in competitive proposals.
• Strong knowledge of the FAR, DFARS, and other applicable federal acquisition regulations.
• Proven ability to perform detailed price/cost analyses for subcontractor proposals.
• Excellent negotiation, communication, and interpersonal skills.
• Ability to work collaboratively across multiple departments in a fast-paced proposal or program environment.

Desired Qualifications:

• CPSM, CPCM, or other professional certifications in procurement or contract management.
• Experience with DoD or civilian agency contracting.
• Familiarity with proposal development lifecycle in a government contracting context.
• Understanding of Wage Determinations and Requests for Equitable Adjustment (REA) responses is helpful.
